
Safety inspections and periodic technical checks are mandatory requirements for ensuring safety and accessibility. They apply to all types of facilities, regardless of size, category, or nature of operations: public-access buildings (ERP), workplaces (ERT), industrial and tertiary facilities (ETI), and environmentally regulated installations (ICPE).
The history and results of these inspections (observations, requirements, formal notices, objections, etc.) are recorded in safety registers, also known as safety inspection logs or verification registers.
Facility safety: legal obligations
The Construction and Housing Code (CCH) requires builders, owners, and operators of public-access buildings to comply with prevention and safety measures to protect individuals (Article R*143-3). To this end, the CCH mandates the maintenance of a safety register, specifically to record the inspections and checks required for the facility's installations and equipment (Article R*143-44).
The Labor Code (CT) requires employers and business managers to ensure the physical and mental health and safety of employees, which includes assessing professional risks and adapting workstations (Articles L4121-1 to L4121-3). As employers must record the results of mandatory inspections and visits, the CT allows them to centralize this data in a unified safety register (Articles L4711-1 to L4711-5).
Safety inspections and periodic safety visits
Public-access buildings are subject to regulated visits conducted by Safety Commissions: initial inspections prior to opening authorization, periodic compliance checks, etc. For workplaces, safety compliance inspections are generally carried out by the labor inspectorate.
Approved bodies and qualified service providers may, where necessary, perform mandatory inspections and visits, safety diagnostics, maintenance operations, and periodic servicing of building safety equipment and installations.
The safety register for the facility must be produced during these inspections and in the event of an incident.
