Single Safety Manager: missions and challenges
The Single Safety Manager, or RUS, directs and coordinates the unified safety management required by the Construction and Housing Code (CCH). This must be implemented whenever multiple operations, insufficiently isolated from one another, coexist in the same building (e.g., administrative centers, shopping malls, etc.): “This grouping must only be authorized if the operations are placed under a single management, responsible to public authorities for authorization requests and compliance with safety conditions for both the group of operations as a whole and for each individual operation” (art. R123-21 of the CCH).
The RUS centralizes responsibility for the safety of people and property on-site, and ensures theproper coordination of prevention efforts as well as measures against fire and panic risks. Their duties, delegated by the owners and operators of the public-access building (ERP), are divided into three categories, which you can explore below.
Administrative duties
They oversee the management and maintenance of the safety register, ensuring all information is correctly recorded. They are also responsible for organizing the reception and smooth conduct of safety inspections, which are essential moments for verifying building compliance and anticipating potential risks.
Awareness-raising duties
The RUS plays a central role in communicating information to operators to ensure a perfect understanding of safety protocols. They coordinate and supervise staff training, particularly regarding fire safety, and ensure the effective implementation of evacuation procedures to protect people in the event of an emergency.
Regulatory compliance duties
They must ensure that all mandatory maintenance contracts are properly tracked and updated. The RUS is also responsible for verifying the periodic inspections required by regulations, as well as following up on any observations made during inspections, thereby ensuring the overall compliance and safety of the building.
